The Enforcement Discretion Training covers legal issues that may arise in the Center’s development of compliance policies. The training discusses how to distinguish between an agency compliance policy and a legislative rule; examines the terms effective, compliance, and enforcement dates; and summarizes recent court cases on agency compliance policies.
