Writing Work Statements is a Contracting Officer Representative (COR) elective training for Acquisition Levels II and III. The training focuses on developing the key document in performance-based acquisition, a performance work statement (PWS). The training is designed to provide non-contracting personnel with knowledge of the Federal acquisition process as well as the knowledge, skills, and core technical competencies to execute their responsibilities as a representative of the contracting officer. CORs are qualified individuals appointed by the Contracting Officer (CO) to assist in the technical monitoring and administration of FDA contracts. Description Writing Work Statements is a two-day training which stresses the legal do’s and don’ts, as well as procedures and steps, for developing clear, complete and concise PWS’s for new acquisitions and task orders. During this training, participants will learn to: identify their role, responsibilities, and teaming arrangements in developing PWS; apply step-by-step procedures to capture PWS information including the POWER approach, task breakdown analysis, and activity analysis; specify deliverables including hardware, software, technical data, documents and reports; define performance measures; format PWS information and perform comprehensive and effective reviews of a PWS.
